The report, which cited Indian government data, also stated that exports to the US and Canada had declined during the period, by 11 per cent to US$1.06bn and nine per cent to US$98 million respectively.
Analysts have partly attributed the results to the appreciation of the rupee against the dollar during the period.
Overall garment exports to quota countries, meanwhile, rose three per cent year-on-year to US$2.41bn between April and October 2003.
