The agreement was finalised on 24 June 2026 during an event focused on financing transformation in the global apparel and textile sector, held in London as part of London Climate Action Week.
The event was co-hosted by ATTI and British International Investment, which is the UK’s development finance institution and impact investment arm.

With the signing, Pakistan becomes the third country to take part in the ATTI programme, following the initial participation of Bangladesh and Türkiye.
As outlined in the agreement, ATTI will work with PRGMEA throughout the process, including an initial needs assessment, the development and implementation of sector-specific transformation plans, and the arrangement of necessary funding.
The initiative will also coordinate stakeholder involvement, assessments, prototyping, and the final execution of the agreed Transformation Plan.
PRGMEA will contribute by allocating institutional resources, staff capacity, and member participation to support both the design and delivery of the National Chapter and its Transformation Plan.
The first steps of the collaboration are set to include a national kick-off meeting involving representatives from both organisations and other relevant parties, alongside a preliminary scoping visit. An Initiating Technical Committee will be formed to provide guidance on the National Chapter’s development and implementation.
Dr Ayyazuddin, Head of Decarbonisation Committee, PRGMEA, said: “Joining ATTI marks a pivotal step for Pakistan’s garment and textile sector. Through this important partnership, we are ready to build on the foundations of Pakistan’s existing success to scale solutions within Pakistan and beyond to the global apparel and textile industry.”
ATTI, convened by the International Apparel Federation (IAF) and the International Textile Manufacturers Federation (ITMF), enables manufacturers and their associations to prepare tailored Transformation Plans that address environmental factors such as energy and water use.
The initiative, introduced during London Climate Action Week in 2025, collaborates with brands, governments, and other industry participants.
ATTI initiative director Olivia Windham Stewart said: “As one of the world’s most significant garment manufacturing and exporting nations, Pakistan’s inclusion strengthens ATTI’s mission to reduce fragmentation, coordinate efforts, and accelerate the sector’s transition to lower-impact production. As one of IAF’s most active members, and a leading association within Pakistan, PRGMEA is uniquely positioned to lead this work.”
