The update was published by American Circular Textiles (AMCIRC) in its second implementation briefing on SB 707, which the coalition describes as the US’ first extended producer responsibility law for textiles.
Landbell USA was selected by CalRecycle in February 2026 as the programme’s sole producer responsibility organisation (PRO). Its board has since been updated to include national brands, California retailers and other stakeholders.

The statutory deadline for producer registration was 1 July 2026, although registration remains open. The fee is $1,000 for registrations covering the period from 1 July 2026 to 30 June 2027.
Producers that do not register risk fines of up to $10,000 per day. The briefing did not provide a total for registrations or identify how many producers remain unregistered.
A contractor for the programme’s required needs assessment had not been announced as of 12 October. The assessment must be submitted to CalRecycle by 1 March 2027.
CalRecycle consultations
CalRecycle is holding informal public workshops through spring 2027 to gather feedback on regulatory concepts. Two workshops had taken place by the time of the briefing, on 13 August and 29 September.
The next workshop is scheduled for 12 November 2026. It will be held in a hybrid format from 10 am to 5 pm Pacific Time.
The session is due to address the producer responsibility plan, contingency planning, plan termination, plan revocation, the cessation of PRO status and annual reporting.
Formal rulemaking is expected to begin in mid-2027. Any resulting regulations cannot take effect before July 2028, according to the briefing.
American Circular Textiles founder and CEO Rachel Kibbe said: “CalRecycle’s informal workshops are where the details of SB 707 will take shape. The whole textile value chain needs to be in that room. Our SB 707 hub is a free resource that puts clear, standardised implementation information in one place, so you show up informed, then get involved. We advocate for and guide our members through every step. What happens in California sets the template for everyone else.”
Legal proceedings
The American Apparel and Footwear Association (AAFA) has challenged CalRecycle’s selection of Landbell USA.
On 17 September, the court denied AAFA’s request for a preliminary injunction. It found that AAFA had not shown irreparable harm or a likelihood of success on the merits at that stage of the proceedings.
A hearing on the underlying challenge is scheduled for 12 March 2027. CalRecycle’s implementation work and Landbell USA’s activities are continuing while the case proceeds.
The briefing did not provide further details of the legal arguments or indicate when the wider case would be resolved.
The next scheduled programme milestone is CalRecycle’s hybrid workshop on 12 November, followed by the needs assessment deadline in March 2027 and the expected start of formal rulemaking in mid-2027.
