Argentina has unveiled draft new labelling requirements for footwear sold in the country that updates and restructures existing legislation.

With effect from 6 February 2019, all footwear must be labelled with the importer’s or producer’s name and tax identification. This information may be replaced with a duly registered commercial brand. It must also include brand and model/article, country of origin, size, and materials used in the upper, sole and lining.

For each component, the material that accounts for at least 80% of the surface area of the component must be disclosed. If no material accounts for at least 80%, the two principal materials must be disclosed.

Footwear will be deemed not to incorporate a lining if more than half of the inner surface area of the upper and tongue in direct contact with the foot is not covered. In those instances, the materials used in the lining do not need to be disclosed but the label must carry the statement “Sin Forrar” (“Without Lining”).

If any components are made from leather, the term “Cuero” (“leather”) must be used and the class or species of leather identified. And if the surface of the leather is covered by a layer of termination or contraped, this must not be more than half the total thickness of the same, independently of the way it has been applied.

Bonded leather made through the agglomeration of leather fibres must be disclosed as “Aglomerado de Cuero,” textile components must be described as “Textil,” and synthetic components must be described as “Sintetico” (with a voluntary mention of the actual material). Vulcanised, synthetic or natural rubber, meanwhile, must be disclosed as “Caucho.”

The required information must also be included in Spanish in at least one of the two units in the pair, except for the size which must be indicated in both units. The information must be in clear, visible, indelible and easily legible characters of at least one millimetre in height. It must be printed, marked, sewn, stamped, adhered or linked to the footwear in such a way as to ensure that it reaches the final consumer.
