The UNDP and ILO initiative is part of the broader Huqooq-e-Pakistan II Programme, which receives backing from the European Union (EU).

The agreement signifies a mutual dedication to promoting labour rights, responsible business conduct, and the integration of human rights into economic development strategies.

ILO Pakistan country director Geir Tonstol said: “This partnership reflects our joint commitment to placing human dignity and decent work at the core of economic development. Labour rights are fundamental human rights, and businesses must treat them as both a legal obligation and a strategic priority.”

The collaboration aims to bolster private sector involvement in upholding human rights by supporting the Pakistan government’s efforts to fulfil its national and international obligations.

These obligations include adherence to the National Action Plan on Business and Human Rights (NAP-BHR), ILO Conventions, the UN Guiding Principles on Business and Human Rights (UNGPs), and compliance with the GSP+ framework.

Technical assistance will be provided to strengthen institutional frameworks and implement targeted interventions across various provinces and territories including Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, and Islamabad Capital Territory.

Speaking at the ceremony, UNDP resident representative in Pakistan Dr Samuel Rizk said: “Human rights due diligence is not just an ethical or legal standard – it is a catalyst for sustainable growth, innovation, and resilience. At UNDP, we are committed to building systems that protect all workers, promote fairness, and align business conduct with the needs of people and planet.”

The partnership also aims to foster engagement among businesses, trade unions, civil society organisations, and human rights advocates through the establishment of a national forum. This platform is intended to facilitate dialogue, exchange best practices, and ensure that principles of fairness, accountability, and inclusion are integral to business operations and policy reforms.

Building upon previous efforts such as UNDP’s business and human rights programme and the ILO-EU International Labour and Environmental Standards (ILES) project, this new partnership represents an important progression towards establishing a business climate in Pakistan that adheres to international standards.

The goal is to create an inclusive, responsible business environment conducive to equitable and sustainable development.
