The company, appointed as the official Producer Responsibility Organization (PRO) for the programme, warned that producers who have not yet registered now face heightened compliance risks, including potential enforcement action.
The Responsible Textile Recovery Act introduces the US’ first comprehensive Extended Producer Responsibility (EPR) regime specific to textiles, shifting stewardship for end-of-life management from municipalities and taxpayers directly to qualified producers.
Under the provisions of SB 707, responsibility for the collection, repair, reuse, and recycling of covered apparel and textile articles now falls to brands, manufacturers, importers, and retailers operating in California.
Exemptions exist for organisations with annual aggregate global turnover under $1m, including affiliate businesses, according to the law.
The act defines covered goods broadly, including clothing, footwear, handbags, backpacks, and knitted or woven accessories.
Textile articles such as blankets, curtains, towels, bedding, tablecloths, napkins, linens, and pillows are also covered, provided they are made primarily from textile fibre, yarn, or fabric. Items predominantly comprised of non-textile materials like foam, rubber, or plastic generally fall outside the scope of the legislation.
Producers who fail to register with an approved PRO such as Landbell USA could face civil penalties of up to $10,000 per day, escalating to $50,000 per day for intentional or knowing violations.
In addition, retailers, distributors, and online marketplaces will be prohibited from selling products from noncompliant companies in California once CalRecycle issues its formal compliance list.
Landbell USA president, John Hayes said: “The July 1 statutory deadline has passed, and companies that may be obligated under SB 707 should act promptly to evaluate their obligations and complete registration.
“Registration is the gateway to programme updates, educational resources, and producer discussions that can help companies prepare for what comes next. The sooner producers register, the sooner they can access those resources and participate in the conversation around implementation.”
Landbell USA was officially designated as the PRO for California’s textile stewardship law on 27 February 2026.
The non-profit is responsible for developing a statewide stewardship plan, managing industry-led collection and recycling infrastructure, and ensuring that all registered companies meet the circularity standards introduced under SB 707.
