The withdrawal of accreditation for CCPB is effective from 3 January 2024 and its certified clients in Bangladesh and India are now required to promptly seek certification services from another accredited certification body and transfer their certification services no later than 2 April 2024, to maintain their certification.

After this date, all scope certificates issued by CCPB for Bangladesh and India will be considered withdrawn.

This news follows the suspension of accreditation in these countries, as previously announced on 1 August 2023 by Textile Exchange.

In its initial announcement, IOAS said: “As part of the annual certification body assessment process in 2022, CCPB SRL (CCPB) was found to have non-conformities with Textile Exchange’s assurance requirements. These were not corrected within the required timeframes and as a result, their ability to provide certification services for Textile Exchange standards is affected.”

Textile Exchange said it was “disappointed” by the situation and the resulting impact on site certifications. However, it emphasised that these circumstances underscore the integrity and consistency of the assurance system, contributing to the “greater credibility” of standards and entities offering auditing and certification services.

CCPB did not respond to Just Style’s request for a comment at the time of going to press.

While transaction certificates previously issued by CCPB remain valid, the certification body is prohibited from issuing new transaction certificates for Bangladesh and India scope certificates starting 3 January  2024.

However, CCPB retains the authority to issue transaction certificates for valid scope certificates in other countries covered by their accreditation.

The Withdrawal of Certification Body Licensing procedure (ASR-112) outlines the requirements for certification bodies in such cases.

Recognising the challenges faced by clients in transitioning to another certification body, CCPB acknowledges the potential need for additional audits and associated costs.

To navigate this transition smoothly, CCPB clients in Bangladesh and/or India are advised to take the following steps:

  1. Review certification bodies in your region: Explore the list of certification bodies licensed to certify to the relevant Textile Exchange standard(s) in your region and promptly contact them for quotes to become newly certified – In some cases, a simplified transfer audit may be possible.
  2. Inform the chosen certification body: Inform the selected certification body of the circumstances and provide them with a copy of this communication.
  3. Understand transfer procedures: When transferring between certification bodies, the succeeding certification body may issue transaction certificates for shipments from the time when the organisation was certified with the preceding certification body, subject to meeting the conditions outlined in ASR-104-v3.1 Policy for Scope Certificates, section A8.5. Clients are encouraged to contact their certification body for detailed information on the transfer process.

Textile Exchange notes that clients in countries other than Bangladesh and India are unaffected by this change, as the withdrawal is specific to these regions.
