Single window customs clearance has been introduced across the entire Chinese mainland that will allow companies to declare cargo and taxes in one submission, thereby improving efficiency and reducing costs.
In a notice yesterday (30 November), China’s General Administration of Customs (GAC) said the international ‘single window’ standard is an important platform for customs clearance integration in the country.
“Using this platform, enterprises reduced the duplication of entry work, and the port authorities also change from parallel tandem enforcement to parallel enforcement, effectively enhancing trade facilitation,” it noted.
The standard covers all trade ports, with a total of 35,000 registered users and more than 100,000 daily declarations, according to the GAC. The platform has nine functions, including declaration of cargo, transportation, and payment of taxes and fees.
It will enable 11 related agencies to share declaration data, logistical control information and credit standings. It is expected that companies will be able to lower costs by around 10% and save 10% of time on clearance.
A pilot of the single window standard was carried out in Shandong Province in July this year. According to China news agency Xinhuanet, cargo clearance efficiency has been raised by about 30% thanks to the new platform.
